Should UI hit chance be adjusted to include graze band?

Right now the UI % to hit doesn't account for the graze band, so when crit/dodge effects come into play it stops being indicative of any value the game actually uses to roll a shot.

Example: 70% weapon aim, 30% weapon crit, default +/- 10% graze band

Actual chances should be 18% crit, 48% normal hit, 14% graze, 20% miss. Game UI will show 18% crit, which is accurate, but 70% "to-hit", which is neither the crit+hit chance (66%) nor the crit+hit+graze chance (80%).

This is also a problem for mods such as GrimyBunyip's shot breakdown, which I assume pulls from the same variables as the UI to incorrectly show (in the above example) 18%-38%-14%-30% odds. The crit/dodge numbers are right, but it assumes that the 70% is crit+hit+dodge and calculates the wrong hit/miss numbers.
