[suggestion] Less active more passive

As im playing through the game im finding more and more skills that i just never use. Why? because a little higher defense or shorter detection range seems pointless with given the option of shooting instead. I would consider taking some of the active abilities and moving them to less powerful passive ones. Any character that reaches the point that they can nott fit everything in one quickbar has gone too far. Maybe move the officer abilities to the top of the screen by the leadership button, like you click on it and it shows the range and brings up the options.
I love the new mechanics for the game, but sometimes less is more.
Ps the stock weapon mod is another great example of an active ability that should just be passive, dont think ive ever bothered to use it.
