Currently in my liberated region, I had 12 guys there and a couple on recruitment to fill the 13th spot so I could get maximum supply gathering going. Before I got the 13th guy the supply drop hit and I received the full amount! (nothing stolen) and afterwards in the next supply drop I had a 13th guy recruited before it hit & I had supplies stolen. So now I'm attempting to root him out, but I'm not sure if I should set some guys to "intel" (which I'd like to avoid if possible, sense the region is already liberated) or not?
