On infiltration or heaven managing soldiers are still wandering avenger.
I know it's just little immersion breaking issue and most people don't care about this kind thing.

I'm just wonder it's possible fix this? or it's hard coded so only firaxis themselve can do it?

So this is why infiltration are taking so long. My dudes are slacking off!!

Soldiers assigned as Haven advisors probably also shouldn't be showing up in the bar.
