Normal overwatch should be a option when you learn Covering fire. that was problem from LW1.
Covering fire is sometimes worse than normal overwatch. make two button which are Normal overwatch and Covering fire overwatch.

As for having both versions available, perks like Ever Vigilant which auto engage overwatch make this problematic. A far better solution is to make sure Covering Fire Overwatch is always superior to Basic Overwatch

Since LW always buff both half and full cover, i don't know why the player side should pick Covering Fire. It feel like it made for enemy side since they have nothing to lose and they get more dice to roll. If it negate the defense from cover or half it down then i would use it. It should negate the cover defense since you are shooting back at exposed target that expose themselves out to shoot something.
