Can a class that doesn't carry a melee weapon get perks related to melee weapons from the AWC?

No.

Typically no, but there are many perks that are tied to your primary rather than a specific weapon type. Snipers can learn Rupture, for instance, although they can't use it at squadsight range without mods to fix that.
