so if a rocket or grenade is fired at a tile, which is a good way to draw attention, is the attention drawn toward the tile solider who fire the rocket is standing on or the tile at the point of impact?

It's difficult to tell. The reason for this is pods have different jobs. Some of them will respond to hearing a noise by trying to flank where they think xcom is. I've found it very difficult to set up distractions for this reason.
For example, I was trying to do a "Rescue VIP from a van" mission with a Shinobi, Specialist and a Rookie. The aliens were clustered around the van, so I planned to use the Rookie for a distraction. I positioned my Shinobi and Specialist close to the back door to the van so that the Specialist could blue move and hack it, and my Rookie just out of sight range of the front of the van to throw a grenade and draw off the aliens. My Rookie threw her grenade. One group of aliens ran towards her and activated, and the other group ran in the opposite direction of the sound and straight at my shinobi, revealing him, then shot and wounded my Specialist. The mission got a lot harder at that point...
I haven't tried using sound to distract aliens since...
