Hi, when I played vanilla XCOM 2, Stasis could be applied to own units. Now I'm playing LW2 and it looks like it only works on enemy units. Is that how it is? Or, I have Make PsiOps Great Again! installed; could that be the reason? Thanks.

No, there's an upgrade skill to Stasis called Stasis Shield that enables you to target allies.
