As the title says: I lost all rebels in one of my regions. Will putting a advisor there give me a chance to recruit some new guys?

Adding a Soldier as a Haven Advisor will find new Rebels at the same rate as if you had 1 Rebel on Recruit duty (plus a bonus to any Rebels on Recruit duty, but that's not relevant here).
