Network Tower…advent strength decoy?

Does Advent Strength growth in a region accelerate greatly after you've ID'd the Network Tower? I have a region that went from 5 to 8 pretty quickly after finishing the liberation 3 mission in that region (my 2nd). I've already liberated my home region, and the third I contacted started with strength 2 (gone up slightly now). If I'm right and the HQ tower acts like a magnet, is there a reason to assault it? I'm planning on leaving it as-is, still doing some missions there periodically, in hopes that keeps sucking the strength that might otherwise go to regions #3, 4, etc., from growing as quickly.

I think completing the Network Tower gives a spike in Vigilance and thus it brings an increase in ADVENT strenght.

Having an uncompleted Network Tower mission spikes vigilance as well.

I was too slow with research in my first game (and did not understand Advent strength) and both my open Network Towers spiked to 10. This made the missions impossible to do for me.

That explains a lot, cause I always unlock it early and wait for plated armor before it..

Does it also spike with a visible Advent base?
