Dead Civilians at Start of Invasion

Playing on the latest long war version (1.1) and ADVENT just launched an invasion against a liberated haven. I've just started the mission and out of 10 civilians I'm starting with 3 dead. Is it intentional to have some of the civilians start this mission already killed?

No, this is a bug with NCE and rebels. It will be fixed in 1.2.
