AdvPerception Int Warfare bonus not applied

Additional mods: Gotcha Again, Overwatch all/others, additional tatoos and facepaint, ignore missing content, evac all, flank preview, perfect information, freecamerarotation

Bug #1: after purchasing integrated warfare from GTS, advanced perception only shows +8 aim, whereas all other PCS (common, advanced, and superior) show increases.

Bug #2: India starting location. After getting west asia, new arctic, and east europe (but NOT east asia) I received the asia continent bonus (in this case, the one that lets you re-use PCS).

From what I could find, #1 isnt a bug. That project does not seem to affect all PCS modules. Health and Mobility get +1 and Will, Dodge and Hacking get ~+25%.

#2 has been vanilla XCOM behaviour since launch. For any continent the sum of regions and towers has to match the sum of pips and dots for the continent. Asia shows 4 pips and 2 dots (sum = 6), so if you contact 3 regions there and build a tower in each of them you unlock the bonus.
