I downloaded long war 2 off of steam and my mods list that shows in the xcom2 launcher is gone and after i uninstalled long war 2 the problem still persists. it like my mods are gone.

I had the same problem. I deleted the Config folder at \My Documents\My Games\XCOM2\XComGame\Config and then tried to launch the game. I was greeted by a blank mod list. I launched the game anyway, then exited, and my mod list was back.
