I double-moved a Specialist into the EVAC zone with the intention of using Command on her to hack the objective before evacing. However, my officer moved into the EVAC zone with her, used Command, and the Specialist didn't get an action back. Officer had no actions remaining, and showed Command as having been used. Specialist only had the EVAC action available on her bar. I tried doing exactly the same thing with the Specialist one tile outside the EVAC zone, and it works fine.
