The tooltip on Killzone says it works at squadsight, even if the soldier doesn't have long watch. It should also say the soldier needs to be using a sniper rifle to work at squadsight ranges because as is both the wording on the perk and the cone of effect in game imply squadsight shots with non squadsight weapons. Given that snipers no longer have access to Killzone except through the AWC, it wouldn't be unreasonable to limit Killzone to sight range in all circumstances and have the cone of effect paint only areas Killzone would actually trigger in
