How to adjust doom pip rates?

I tried adjusting fortress and facility doom meter rates via XComGameData.ini in steam workshop folder (268500/844574609/config), but it did not appear to make any difference. Is there another INI file I need to change or does it require a campaign restart or some other condition? I also tried changing the same INI in the base game config folder.

I don't actually know if you need a new campaign or not, but changing facility doom rates is in the activities ini. The gamedata only covers the fortress.

Are you talking about doom specifically or the rate at which the aliens complete the AVATAR project? I only ask because I know there is a setting somewhere else where you can change the number of days it takes them to make progress on the AVATAR project.

Could I just ask people more expert than me?

If I want to slow the speed of the avatar project by 50-75% how to I do that?

I am playing LW2 on veteran, but I just cannot advance xcom fast enough to even slow the avatar project, but I don't want to go down to rookie so I can keep the same tactical difficulty.

Any help would be appreciated...
