SOME changes to LW2 ini files not working

Hello, could someone help me out please?
I am trying to reconfigure LW2 to my personal tastes, but after latest LW2 patch I have noticed that not all the changes I make to INI files are working.
For instance I am trying to buff weapong upgrades a bit but editing respective lines like (SCOPE_BSC_AIM_BONUS) does not do anything. Though the changes to crit upgrades in XCOM original directory do work. Weapon stats changes (damage, upgrade slots, etc) do work.
When I tried to make instant rookie training I changed the parameters for all difficulties but still got 7 days training on veteran.
What can cause this?
