Skulljack

The skulljack skill on hit in doing only 20 damage to advent soldiers, witch in lategame on legend is not a insta kill on the elite of the elite soldiers, intended behavior or bug?

Whoa. I would love to know more about what actually happens when you successfully skulljack an advent soldier but the soldier remains alive afterwards.

Do you still get the hacking UI?

The ui, the reward, he takes 20 flat damage ignoring armor, and them lies on the floor as if playing dead, I never let the guys take an action to know if they are bugged, stuned, disoriented, but currently advent shock troopers have about 26 hp and are by far the best targets for skulljacks.
If its only me it may be because of the "fix skulljack fail damage" mod I am running, but it worked fine on my 1.2 campaign

Can confirm. Skulljacked the Advent Vanguard in the screenshot and got the hacking UI and rewards. The Vanguard took 20 damage, leaving him with 1 hp and flopped on the ground. Then on the enemy turn he stood up without his gun, moved 2 spaces, shot at my Specialist without his gun (missed), then flopped on the ground again. He's currently still alive.

Just had the same thing happen: skulljacked a 25 HP Elite Officer, he survived with 5 HP.

Yep, vanilla skulljack does a fixed 20 damage, and it glitches out if it fails to kill the unit. In 1.5 this will be boosted to make sure that can't happen with LW2 HP ranges.
