Possible bug - Game pauses on all minor events

Since last night, the game not only pauses on the major events, but on every little thing. As far as I can tell, anything that generates a notification in the notification area on the left side of the screen causes the game to pause.

I've tried looking around for a setting related to this behavior, but was unable to find anything. I certainly didn't actively enable it. Restarting the game hasn't fixed it. Before yesterday, the game didn't do this, so something changed, but I'm not sure what.

I am as well having this bug and cannot figure out how to remedy it. Just started happening in the middle of the game.

Specifically it seems to be pausing every time a fleet is detected docking somewhere, but does not create a popup.
