Question about steal project mission

I'm not sure if the AI follow the same rules as the player when it decides to take steal project mission. If I'm not mistaken the player can perform this mission when they target a councillor with an equipped eng organization and there is actually a project to steal. Currently in my game the AI is using this mission on my councillors even if they don't have equipped any org that grants an eng project income and I know that the AI is targeting those particular councillors because I turned one of theirs and I can see where they are perfoming the mission. Is this a normal thing or some kind of bug?
