Suggestion: National Monthly Research changes

It doesn't make sense that Finland, Israel and Taiwan's combined research is only ~10 more than Indonesia, pop effect on MR should be reduced.
And the MR of low-pop developed nations should be increased, whether through adding a separate research capability which adds to MR, or increasing education's effects.
