How can I be certain a councilor is loyal / has been turned?

So I've been seeing many enemy agents evade my Hostile Takeover attempts, and I am starting to worry that one of my agents has turned. So I have started investigating my own councilors.

I perform an investigation mission on one of my own and it is a Success. And the Loyalty stat, instead of being in Red is now in White, and is set to 13. Great, but do I know this agent has not been turned? Or do I just know exactly what the stat is set to?

A couple other questions:
What is the message that you see when you find a turned councilor?
I have heard that councilors can be un-turned by the Inspire ability. Is there anything else I can do? Does "Go to Ground" help? Or is it just a way to prevent your councilors from being turned to begin with?
Does the "Turn Councilor" ability lower the target's Loyalty stat? or does it leave the Loyalty stat where it is, but just flip the Councilor's allegiance?

Loyalty does not change when you turn the agent. You can flip them back by turning them again I believe.

Loyalty sets the difficulty of the turn mission.
