Suggestion: share intel on alien councilors

It seems the other human factions are less active in intervening with alien councilors.

I think the game could use a mechanic to let the player share intel on alien councilors they have spotted. So that if there's an alien councilor on an academy, exodus or initiative region you could share intel with them. Or send a dossier to the resistance and humanity first if there's an alien anywhere on earth...

I think basic sharing should probably not cost a councilor action - unless you want to actually trade something in return for the information.
