For example, when looking around at various possibilities for control nation or public campaign, among others... you have to scroll up a lot, to get to the options that have a high % chance of succeeding.

I'm gonna wear out my middle mouse scroll button!

Could y'all inverse it, so either the menu defaults to viewing the top (currently defaults to the least-likely to succeed), or view the options in ascending order (so view stays the same, starting at the bottom, but the highest% option is at the bottom)?

This is a very reasonable suggestion, I've added it as a feature request to our internal tracker. No promises it gets changed or any time soon but it never hurts to ask.
