This is intended behavior.
With the reworked to-hit mechanics, it's possible for a shot that "barely hit" or "barely missed" to produce a graze result directly. If the target has dodge and makes a successful dodge roll, then that graze is converted to a miss. We precompute the odds of that happening and report it in the shot preview "shotwing".

Yup.
In your particular example, the dodge listed in the shotwing is based on the unit's innate dodge. In other words, it's simply a more accurate display of the hit chance
